Setting a balanced budget, protecting and investing in services

This week at Full Council we agreed the council’s budget for 2026–27. I want to take this opportunity to explain what that means for you, the choices we have made, and how we are continuing to invest in the things that matter most to residents.

Setting a council budget is never easy, and it has become increasingly challenging in recent years. Despite facing a £12.5m cut over the next three years, as a result of the government’s Fair Funding review, our balanced budget protects services for children and older people while continuing to invest in our road network, support public transport, and keep our streets clean and safe.

Tackling the climate and nature emergency is a priority for the council. This budget includes investment on improving walking and cycling routes and investing in electric vehicle charging infrastructure. It also includes investment to explore the potential for green hydroelectric power at Pulteney Gate, next to the weir, which could one day help power the Guildhall, as well as funding alternative options for the existing radial gate.

At the same time, we know that quality of life is about more than core services alone and our places, culture and shared spaces shape how we feel about where we live. That is why, even in a challenging financial climate, we continue to invest carefully in culture, heritage and the public realm.

A great example of this is Bath’s Victoria Art Gallery. Between April and December 2025, the gallery welcomed more than 66,000 visitors – its highest number since before the pandemic. This milestone came at the end of its 125th anniversary year and followed the reopening of the Upper Gallery after major restoration works funded by the council.

The free‑to‑visit Upper Gallery reopened in May after essential repairs to its historic roof. Since then, it has exceeded visitor targets every month. This response shows just how much residents and visitors value having access to high‑quality, welcoming cultural spaces at the heart of our city.

Support

 

Cost of living

Worried about the cost of living? Help is out there. There is a dedicated Cost of Living section on Live Well B&NES, including cost of living support (benefits, energy, food, debt, childcare, & mental health), support services and organisations and paying for care and support, planning for future care costs and the Warm Spaces directory.

You can also get help from your supplier through the Priority Services Register. This is a free support service that makes sure extra help is available to people in vulnerable situations. Check the website to see if you’re eligible to register.

Energy at Home

Our Energy at Home website provides information about the latest funding and support available to help B&NES residents save money on their energy bills and improve the energy efficiency of their home.

Social tariffs

For people struggling to afford broadband or phone services, there are social tariffs available. Connecting Devon and Somerset (CDS) has a webpage with more information about social tariffs including eligibility requirements and how to apply Social tariffs - Connecting Devon and Somerset

 

Library services

Our Libraries offer a range of services, including the Library at Home service where we can bring the library to you and sensory spaces for children and young adults with sensory needs. You can also find out about events happening in our libraries.

 

Employment support and skills

 

Achieve


Achieve in B&NES provides local residents with the latest updates, events and opportunities around employment, skills and learning in their local communities. Working with providers, employers and community groups, they support and run a variety of projects that help people access the guidance and support they need.

 

Health, wellbeing and support

 

Community Wellbeing Hub

The Community Wellbeing Hub provides many services that support your health and wellbeing needs. It works with partners to ensure you get the right support at the right time. One contact to the Hub can connect you to multiple services. The Community Wellbeing Hub opening hours are from Monday to Friday, 9am until 5pm. Call the Hub on 0300 247 0050 or visit the website.

Livewell B&NES

Live Well B&NES is a web-based resource providing information, signposting and support to families, adults needing care or support and parent carers with a child/young person with additional needs (SEND), living in B&NES.

Norovirus and other seasonal infections are circulating in our community and are impacting our local health services.
